At the time Flashar became an officer, this division was purely formal: in fact, it didn’t exist, because during Flashar’s time as an officer, he was the only officer. Only toward the end of his service did a second division, “Starry Steam” appear (or rather, was revived), which led to the decision to create the “Center” division.
